To have the ability to administrate foreign Issues (f.e. closing them etc.) in the OOo QA project, you need further rights called canconfirm rights.
How you can get canconfirm rights:
1. by joining the OOo QA Team, you get them through your OOo QA Team Lead (OOo QA How to start Doc).
2. in special cases you can also get them directly from the OOo QA Project-Lead/Co-Lead.
